What Is NYS M/WBE Certification?

New York State’s Minority and Women-Owned Business Enterprise (M/WBE) certification is a free state program that formally recognizes businesses owned and controlled by minorities or women. Once certified, your business appears in the state’s official M/WBE directory — which Micron’s and Gilbane’s procurement teams actively reference when seeking diverse suppliers.

Related: Service-Disabled Veteran-Owned Businesses (SDVOBs) receive similar preferential treatment under Micron’s commitments. If you qualify as an SDVOB, pursue that certification through the NYS Office of General Services.

Do You Qualify?

Ownership Requirements

At least 51% of the business must be owned by one or more minority group members or women who are U.S. citizens or permanent resident aliens.

Minority group members include: Black Americans, Hispanic Americans, Asian Americans, American Indians, and Alaskan Natives.

Control Requirements

The minority or woman owner must have operational control of day-to-day business activities and long-term decision making. Ownership on paper only — without real control — does not qualify.

Personal Net Worth

Each owner claiming minority or women status must have a personal net worth below $15 million (excluding business equity and primary residence). Most small business owners qualify comfortably.

Business Size

The business must meet size standards set by SBA and ESD based on your industry. Most small and mid-size businesses qualify. Check current limits at esd.ny.gov.

How to Apply — Step by Step

  1. Create an account on the ESD portal

    Go to esd.ny.gov and navigate to the M/WBE certification section. You’ll create an account on the Empire State Development portal where the application lives.

  2. Gather your documentation

    You’ll need: business formation documents (articles of incorporation, operating agreement), ownership verification, two years of personal and business tax returns, business licenses, bank signature cards showing who controls accounts, and documentation of day-to-day management.

  3. Complete the online application

    Budget 3–4 hours to complete it properly. Incomplete applications are the primary reason for delays — attach everything requested even if it seems redundant.

  4. Respond to ESD review requests promptly

    ESD may request additional documentation during review. Respond within the window they give you — applications that go unresponded are closed and you’ll need to reapply.

  5. Receive certification and update all registrations

    Once certified, you’re listed in the NYS M/WBE directory. Immediately update your Micron supplier registration, your Gilbane registration, and your CenterState CEO profile to highlight your certification status.

What to Do With Your Certification

Update every supplier registration immediately. Micron’s prospective supplier form, Gilbane’s subcontractor registration, CenterState CEO’s business database — all of them. Your certification status should be prominently noted in each.

Attend supplier diversity events. Micron and CenterState CEO run events specifically connecting certified M/WBEs with procurement opportunities. These are active matchmaking sessions, not optional networking.

Reference it in every proposal and introduction. When reaching out to Tier 1 suppliers who need to meet their own diverse spend commitments, your certification is a genuine differentiator that opens doors.

Micron’s Tier 1 suppliers — companies like Applied Materials, Linde, and Tokyo Electron — also have reporting requirements on their diverse spend. That means they’re actively looking for certified M/WBE subcontractors and sub-suppliers. Your certification opens Tier 2 doors as well as direct Micron opportunities.
