Micron Project Timeline: Clay, NY

Last updated: March 2026. The Micron project timeline has shifted several times since the 2022 announcement. This page reflects milestones from the Final Environmental Impact Statement (FEIS) accepted November 2025. We update it as new information becomes available.
Current Status

Where Things Stand Right Now

Micron officially broke ground at the Clay, NY site on January 16, 2026 — the largest private investment groundbreaking in New York State history. Site clearing, utility corridors, and ground preparation work are now active at the 1,377-acre White Pine Commerce Park in Onondaga County.

The project has a documented history of schedule shifts. The original 2022 announcement targeted Fab 1 production in 2028. The FEIS, accepted by the Onondaga County Industrial Development Agency in November 2025, revised that to Q3 2030 — a two-year delay attributed to construction complexity, labor availability, and utility infrastructure requirements. Onondaga County Executive Ryan McMahon publicly described the revised dates as a “worst-case-scenario timeline” and noted the delay is not a reflection of Micron’s commitment to the project.

Federal funding note: Micron’s total CHIPS Act allocation was finalized at $6.165 billion across its U.S. facilities. In late 2025, Micron amended its agreement with the U.S. Department of Commerce, redirecting approximately $1.2 billion from New York to its Idaho ID2 fab — reducing New York’s allocation from approximately $4.6 billion to $3.4 billion. Micron described the move as a strategic reshuffling to prioritize near-term production, not a reduction in its New York commitment. The New York project remains covered by up to $5.5 billion in state Green CHIPS incentives over the life of the project.

Milestone-by-Milestone Breakdown

All dates reflect the revised schedule from Micron’s Final Environmental Impact Statement (FEIS), November 2025. Fabs 1 and 2 are under active development. Fabs 3 and 4 are planned but conditional — see notes on individual milestones.

Jan 16, 2026 ✓ — Complete

Official Groundbreaking — Fab 1 Site Preparation Begins

Ceremonial groundbreaking at White Pine Commerce Park, attended by Governor Hochul, Senator Schumer, Commerce Secretary Lutnick, and Micron CEO Sanjay Mehrotra. Site clearing, utility corridors, and ground preparation now active. Gilbane subcontractor opportunities open for construction and trades businesses.

Q2 2026 — Active Now

Fab 1 Major Construction Mobilization

Full construction ramp-up per the FEIS revised schedule. Peak window for construction trades, materials suppliers, logistics, safety services, and professional services. Up to 4,200 workers on-site daily during peak periods — the largest subcontractor hiring window of the entire project.

2026–2028

Fab 1 Construction Phase

Multi-year construction window. Ongoing opportunities for Tier 3 businesses across trades, facilities, services, and logistics. Each fab covers approximately 1.2 million square feet, with 600,000 sq ft of cleanroom space.

2028–2030

Fab 1 Equipment Installation & Fit-Out

Critical qualification window for Tier 1 and Tier 2 product and material suppliers. Cleanroom equipment vendors, process-adjacent suppliers, and specialty systems companies need to be fully qualified before this phase begins. If you’re targeting this window, certification work needs to start now — it typically takes 12–24 months minimum.

Q3 2030

Fab 1 Production Begins

First DRAM chips produced at the Clay site, per the FEIS revised schedule (moved from original 2028 target). Ongoing supply contracts go live for chemicals, gases, maintenance, staffing, IT, and operational suppliers — the longest-term, highest-value recurring contracts in the ecosystem.

Q4 2030

Fab 2 Construction Begins

Second fab starts construction while Fab 1 begins production. Fab 2 construction runs from Q4 2030 through Q4 2033. Businesses that established relationships during Fab 1 construction are well-positioned for Fab 2 contracts.

Q4 2033

Fab 2 Production Begins

Second fab comes online. Supply contracts roughly double in scope. Per the FEIS, childcare facility construction shifts from the original 2026 start to 2028, with healthcare and recreation centers now projected for 2032 — both pushed back due to the revised Fab 1 and 2 schedule.

Q3 2035 — Conditional

Fab 3 Construction Begins

Third fabrication facility begins construction per the FEIS schedule. Important: The FEIS explicitly states that construction of all four fabs is “subject to the receipt of applicable permits and approvals.” Micron has not made unconditional public commitments to Fabs 3 and 4 — the full buildout depends on Fab 1 and 2 performance, market conditions, and the continuation of federal and state incentive programs. Businesses with established supplier relationships from Fabs 1 and 2 are positioned for Fab 3 contracts without re-qualification in most cases.

2039–2041 — Conditional

Fab 4 Construction & Campus Completion

Final fabrication facility begins construction in early 2039 and completes by 2041, per the FEIS schedule. Subject to the same conditionality as Fab 3 — permits, market conditions, and incentive program continuity. Full campus operational upon completion. By this point, the CNY semiconductor cluster would be the largest domestic producer of DRAM chips in the United States.

2045

Full Production Ramp — All Four Fabs

All four fabs at full production volume. More than 9,000 permanent Micron jobs on site, with 40,000+ total regional jobs across the supply chain and services economy.

Where Businesses Are in the Process

The construction and Tier 3 services window is open now. Gilbane is actively registering subcontractors for ground preparation and early-phase work. That window runs through roughly 2028 for Fab 1, with Fabs 2, 3, and 4 following sequentially.

For Tier 1 and Tier 2 product or material suppliers, the equipment installation phase begins around 2028–2030. Getting qualified for that window takes 12–24 months of certification work at minimum — the preparation period is now, not when procurement formally opens.
