White Pine Science & Technology Park: The Supplier Campus Next to Micron

What It Is

The White Pine Science & Technology Park is a 105-acre site owned and operated by the Onondaga County Industrial Development Agency (OCIDA). It sits directly across Route 31 from the Micron megafab site in Clay — making it the closest available land to what will be the largest semiconductor manufacturing complex in U.S. history.

The park was purpose-built for semiconductor supply chain companies. The concept is straightforward: many of the suppliers Micron needs — specialty gas providers, chemical manufacturers, equipment maintenance firms, precision component makers — benefit significantly from being physically adjacent to the fab. Proximity reduces logistics costs, enables just-in-time delivery, and makes it easier to maintain the tight quality and response-time standards that semiconductor fabs require.

OCIDA co-invests with supply chain companies to facilitate construction and integration at the park. It’s not a landlord relationship — it’s a development partnership backed by a county government that has enormous political and financial incentive to see the Micron ecosystem succeed.

What the Site Offers

  • Location: Southeast corner of Route 31 and Caughdenoy Road in Clay — directly across from the Micron campus entrance. The entire Micron megafab is being built at the same intersection.
  • Size: 105 acres, with Onondaga County actively acquiring additional adjacent parcels. The county has authorized significant additional land purchases to expand the park’s capacity as more supply chain companies express interest.
  • Infrastructure: Power, water, and wastewater infrastructure are described by OCIDA as “abundant and capable of supporting numerous developments.” Semiconductor suppliers have high utility requirements — the park was designed with those requirements in mind.
  • Shovel-ready status: The county has invested heavily in site preparation, including infrastructure improvements and environmental clearances, to reduce the time from commitment to groundbreaking for incoming companies.
  • IDA incentives: As an OCIDA project, companies locating at White Pine can access standard IDA incentive packages including property tax abatements, sales tax exemptions on construction materials and equipment, and mortgage recording tax exemptions.

Who It’s For

White Pine is primarily for manufacturers and industrial companies that need physical proximity to Micron’s operations. The strongest candidates are companies that:

  • Supply specialty chemicals, gases, or ultra-pure materials used in semiconductor fabrication
  • Manufacture or service precision equipment used in chip production
  • Provide just-in-time components or materials where distance from the fab creates logistical or quality risk
  • Operate maintenance, calibration, or engineering services that benefit from on-site or near-site presence
  • Need to establish a U.S. or Northeast U.S. manufacturing footprint to qualify as a domestic supplier

The park is not designed for office users, service businesses, or general commercial development. It is an industrial and research campus.

The Timeline Reality

Micron’s first fab is targeted to begin operations around 2030. That means companies locating at White Pine are committing now to be operational before or alongside Micron’s initial production ramp. For manufacturers that need 2–4 years to design, permit, and build a new facility, the window to make a location decision is now — not in 2027 or 2028.

Onondaga County Executive Ryan McMahon has publicly noted that he has met with dozens of supply chain companies exploring the site. OCIDA is actively assembling land in anticipation of formal announcements. The county has already spent or committed over $45 million on the Micron site and the White Pine park, and is seeking additional loans to continue site assembly.

Companies that move early get better parcel selection, more time to customize infrastructure, and stronger positioning in Micron’s supplier qualification process — which itself takes 12–24 months before a company is cleared to supply materials to the fab.

Physical proximity to a fab is not just a convenience — for certain supplier categories it is a competitive necessity. Specialty chemical and gas suppliers, for example, typically operate from facilities adjacent to the fabs they serve because the materials cannot be safely stored in large volumes or transported over long distances. If your product or service fits that profile, White Pine is essentially the only site in Onondaga County designed for you.

Contact OCIDA directly through Onondaga County’s Office of Economic Development. The process begins with an initial conversation about your company’s requirements — size, utility needs, timeline, and production profile — which OCIDA uses to assess site fit and begin the parcel identification process.

OCIDA’s role as a development partner means they actively work to solve problems for incoming companies — not just lease land. That includes coordinating with state agencies on permitting, connecting companies with Excelsior Jobs Program tax credits, and facilitating introductions to Micron’s supplier qualification process.
