Gilbane Rising Contractor Program: How Small CNY Contractors Can Apply
A 12-week business development program for small, diverse, and emerging contractors. The 2026 cohort is open. Acceptance rate is approximately 10% — here’s how to put in a strong application.
What It Is
Gilbane Building Company — the prime contractor leading construction of Micron’s megafab in Clay — runs a nationally recognized 12-week training program for small and diverse construction firms. The Rising Contractor Program was redesigned in 2020 and has since graduated more than 245 companies nationally.
The program isn’t just training. It’s a direct pathway into Gilbane’s vendor network. Gilbane has committed to generating $100 million in contract awards specifically for program graduates, as part of its broader $4 billion commitment to diverse-owned businesses. Contractors who complete the program get a Gilbane executive as a personal mentor and ongoing access to project opportunities.
With the Micron project representing billions in construction work over the next two decades, this is one of the most direct ways a small CNY contractor can position for a piece of that work.
Who It’s For
The program is designed for minority-owned, women-owned, disadvantaged, LGBTQ-owned, and veteran-owned construction companies. You do not need to be certified (though M/WBE or SDVOB certification is a significant advantage) — but you do need to be a construction or trade business with genuine capacity to grow.
Past participants have included general contractors, electricians, painters, structural steel firms, plumbers, site work contractors, and specialty trade businesses. The program focuses on firms that are promising but need business infrastructure — financial systems, insurance capacity, bonding, business development — to compete for larger work.
What the Program Covers
Sessions run weekly for 12 weeks, split between national best-practice instruction and regional breakout groups with the Gilbane team in your area. Topics covered include:
- Construction accounting and financial management
- Insurance and bonding — understanding requirements and building capacity
- Business development and how to market to large general contractors
- Project management and safety systems
- Prequalification processes and how Gilbane evaluates trade partners
- Workforce development and how to staff up for larger project volumes
After completing the program, each graduate is paired with a Gilbane executive mentor who serves as an internal champion — someone who can advocate for your firm when opportunities arise and help you navigate the bidding process.
Eligibility Requirements
To be considered, your firm must:
- Submit a completed application (Gilbane representatives use this to determine acceptance)
- Commit to attending all 12 sessions — two people from each firm may participate
- Be a construction, trade, or construction-related professional services firm
- Demonstrate genuine capacity and readiness to grow
There is no revenue minimum or maximum, and you do not have to already be prequalified with Gilbane. The application itself is the entry point.
Acceptance rate is ~10%
The program is selective because Gilbane limits cohort size to maintain quality mentorship. Not being accepted does not disqualify you from Gilbane subcontracting opportunities — you should register in their vendor system regardless. But the program significantly improves your visibility and relationships within Gilbane’s project teams.
How to Apply
Step 1 — Apply to the Rising Contractor Program. The 2026 cohort is currently open. Apply directly at Gilbane’s program page. Two representatives from your firm can participate.
Step 2 — Register as a prequalified trade partner regardless. Even if you’re not accepted into the Rising Contractor program, all subcontractors and vendors should register in Gilbane’s Compass prequalification platform. This is how Gilbane’s project teams find and evaluate potential trade partners for the Micron site.
Step 3 — Register in the Vendor Interest Registry. Separately, all vendors and subcontractors interested in the Micron project specifically should register through the Vendor Interest Registry on Gilbane’s Micron project site. This is how they notify you when contracting opportunities open.
Step 4 — Monitor the Contracting Opportunities tab. New work releases are posted at info.gilbaneco.com/micron-in-new-york. Gilbane holds “Meet the Primes” sessions at the start of each new work release — these are worth attending.
A Note on Non-Union Contractors
The Micron project operates under a Project Labor Agreement (PLA). However, the PLA does include provisions for non-union contractor participation under certain conditions. Gilbane evaluates individual circumstances — if you’re non-union and want to participate, contact Gilbane directly to discuss your situation. Being in the Rising Contractor program or being prequalified does not require union membership.
